American society has a history of turning to physicians during times of extreme need, from plagues in the past to recent outbreaks of communicable diseases. This public instinct comes from a deep seated trust in physician duty that has been earned over the centuries through dedicated and selfless care, often in the face of personal risks. As dangers facing our communities include terroristic events physicians must be adequately prepared to respond, both medically and ethically. While the ethical principles that govern (...) physician behavior—beneficence, nonmaleficence, autonomy, and social justice—are unchanging, fundamental doctrines must change with the new risks inherent to terroristic events. Responding to mass casualty disasters caused by terrorists, natural calamities, and combat continue to be challenging frontiers in medicine. Preparing physicians to deal with the consequences of a terroristic disease must include understanding the ethical challenges that can occur. (shrink)

This unique textbook utilizes an integrated, case-based approach to explore how the domains of bioethics, public health and the social sciences impact individual patients and populations. It provides a structured framework suitable for both educators (including course directors and others engaged in curricular design) and for medical and health professions students to use in classroom settings across a range of clinical areas and allied health professions and for independent study. The textbook opens with an introduction, describing the intersection of ethics (...) and public health in clinical practice and the six key themes that inform the book's core learning objectives, followed by a guide to using the book. It then presents 22 case studies that address a broad spectrum of patient populations, clinical settings, and disease pathologies. Each pair of cases shares a core concept in bioethics or public health, from community perspectives and end-of-life care to medical mistakes and stigma and marginalization. They engage learners in rigorous clinical and ethical reasoning by prompting readers to make choices based on available information and then providing additional information to challenge assumptions, simulating clinical decision-making. In addition to providing a unique, detailed clinical scenario, each case is presented in a consistent format, which includes learning objectives, questions and responses for self-directed learning, questions and responses for group discussion, references, and suggested further reading. All cases integrate the six themes of patient- and family-centered care; evidence-based practice; structural competency; biases in decision-making; cultural humility and awareness of the culture of medicine; and justice, social responsibility and advocacy. In this single-blind within-subject study, autonomic and EEG variables were compared during 10-min, order-balanced eyes-closed rest and Transcendental Meditation (TM) sessions. TM sessions were distinguished by (1) lower breath rates, (2) lower skin conductance levels, (3) higher respiratory sinus arrhythmia levels, and (4) higher alpha anterior-posterior and frontal EEG coherence. Alpha power was not significantly different between conditions. These results were seen in the first minute and were maintained throughout the 10-min sessions. TM practice appears to (1) lead to a (...) state fundamentally different than eyes-closed rest; (2) result in a cascade of events in the central and autonomic nervous systems, leading to a rapid change in state (within a minute) that was maintained throughout the TM session; and (3) be best distinguished from other conditions through autonomic and EEG alpha coherence patterns rather than alpha power. Two neural networks that may mediate these effects are suggested. The rapid shift in physiological functioning within the first minute might be mediated by a ''neural switch'' in prefrontal areas inhibiting activity in specific and nonspecific thalamocortical circuits. The resulting ''restfully alert'' state might be sustained by a basal ganglia-corticothalamic threshold regulation mechanism automatically maintaining lower levels of cortical excitability. (shrink)

It is with great pleasure and a sense of urgency that we present this KIEJ double issue on ethical issues raised by the COVID-19 pandemic. The sheer range of ethical concerns raised by the pandemic, combined with the speed with which these problems emerged, is staggering and unprecedented in our generation. We have tried to give space to papers that raise immediately pressing ethical issues that have not received much discussion in popular media. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

Research misconduct is harmful because it threatens public health and public safety, and also undermines public confidence in science. Efforts to eradicate ongoing and prevent future misconduct are numerous and varied, yet the question of “what works” remains largely unanswered. To shed light on this issue, this study used data from both mail and online surveys administered to a stratified random sample of tenured and tenure-track faculty members (N = 613) in the social, natural, and applied sciences at America’s top (...) 100 research universities. Participants were asked to gauge the effectiveness of various intervention strategies: formal sanctions (professional and legal), informal sanctions (peers), prevention efforts (ethics and professional training), and reducing the pressures associated with working in research-intensive units. Results indicated that (1) formal sanctions received the highest level of support, (2) female scholars and researchers working in the applied sciences favored formal sanctions, and (3) a nontrivial portion of the sample supported an integrated approach that combined elements of different strategies. A key takeaway for university administrators is that a multifaceted approach to dealing with the problem of research misconduct, which prominently features enhanced formal sanctions, will be met with the support of university faculty. This paper proposes that an organism's integrated repertoire of operant behavior has the status of a biological system, similar to other biological systems, like the nervous, cardiovascular, or immune systems. Evidence from a number of sources indicates that the distinctions between biological and behavioral events is often misleading, engendering counterproductive explanatory controversy. A good deal of what is viewed as biological (often thought to be inaccessible or hypothetical) can become publicly measurable variables using currently available and developing technologies. Moreover, (...) such endogenous variables can serve as establishing operations, discriminative stimuli, conjoint mediating events, and maintaining consequences within a functional analysis of behavior and need not lead to reductionistic explanation. I suggest that explanatory misunderstandings often arise from conflating different levels of analysis and that behavior analysis can extend its reach by identifying variables operating within a functional analysis that also serve functions in other biological systems. Schellenberg’s hiddenness argument against the existence of God has generated a great deal of discussion. One prominent line of reply has been the idea that God refrains from making His existence more apparent in order to safeguard our moral freedom. Schellenberg has provided extensive counter-replies to this idea. My goal here is to pursue an alternate line of response, though one that still makes some reference to the importance of free-will. It will be argued that God may remain temporarily (...) ‘hidden’ to some people not merely in order to allow their free moral choice, but because His proper allowance of such choice has led to a great deal of suffering on the part of the victims of wicked choices. If His existence were constantly obvious to those victims, even in the midst of their victimization, many of them would be led to an attitude of enmity, even hatred, toward God. (shrink)

Eschatological issues have received a great deal of attention in recent analytic philosophy of religion. Most of that attention has revolved around the metaphysics and ethics of heaven, hell, and bodily resurrection; this is unsurprising, as these doctrines are universally affirmed among theologically orthodox Christians. By contrast, the doctrine of purgatory is not the subject of universal affirmation. Nevertheless it boasts a growing literature. After an introduction to the doctrine and its place in historical theology, I proceed to survey (...) this recent literature. I conclude by providing some suggestions for future research. (shrink)

In this note, we construct a distal expansion for the structure $(R, +, <, H)$, where $H \subseteq R$ is a dense $Q$-vector space basis of $R$ (a so-called Hamel basis). Our construction is also an expansion of the dense pair $(R, +, <, Q)$ and has full quantifier elimination in a natural language.

Geographical Information Systems (GIS) – either as “standard” GIS or custom made Historical GIS (HGIS) – have become quite popular in some historical sub-disciplines, such as Economic and Social History or Historical Geography. “Mainstream” history, however, seems to be rather unaffected by this trend. More generally speaking: Why is it that computer applications in general have failed to make much headway in history departments, despite the first steps being undertaken a good forty years ago? With the “spatial turn” in full (...) swing in the humanities, and many historians dealing with spatial and geographical questions, one would think GIS would be welcomed with open arms. Yet there seems to be no general anticipation by historians of employing GIS as a research tool. As mentioned, HGIS are popular chiefly among Historical Geographers and Social and Economic Historians. The latter disciplines seem to be predestined to use such software through the widespread quantitative methodology these disciplines have employed traditionally. Other historical sub-disciplines, such as Ancient History, are also very open to this emerging technology since the scarcity of written sources in this field can be mitigated by inferences made from an HGIS that has archaeological data stored in it, for example. In most of Modern History, however, the use of GIS is rarely seen. The intellectual benefit that a GIS may bring about seems not be apparent to scholars from this sub-discipline (and others). This book wants to investigate and discuss this controversy. Why does the wider historian community not embrace GIS more readily? While one cannot deny that the methodologies linked with a GIS follow geographical paradigms rather than historical ones, the potential of GIS as a 'killer application' for digital historical scholarship should be obvious. This book brings together authors from Geography and History to discuss the value of GIS for historical research. The focus, however, will not be on the "how", but on the "why" of GIS in history. Contemporary physics and cosmology have accumulated a great deal of empirical evidence for the claim that in order for our universe to contain life, an array of incredibly precise laws, constants, and specific initial conditions had to be in place. The minuscule odds of this happening purely by chance have prompted some Christian thinkers to suggest that this can be seen as novel evidence that the universe was fine-tuned specifically to give rise to biological life. And yet some Christian (...) thinkers also wish to make the case that molecular biology provides new evidence to the effect that life could not have arisen naturally in our universe, but rather that the origin of life required additional special divine intervention. There is at least a prima facie tension between these two ideas. Relatedly, some have raised the question of why, if the universe were fine-tuned for life, it was also set up in such a way that the origin of life was preceded by more than 10 billion years of lifelessness. If life was the whole point, why the seeming delay? In this paper I suggest a way Christian thinkers might address both issues: namely, the cosmos was not fine-tuned for life, but merely for the possibility of life. Perhaps God wanted a universe in which biological organisms were possible but in which their non-existence was also a live possibility. I develop this solution in dialogue with related ideas arising from the demonologies of St. Augustine, Boethius, and St. Anselm. (shrink)

R. Jay Wallace argues in this book that moral accountability hinges on questions of fairness: When is it fair to hold people morally responsible for what they do? Would it be fair to do so even in a deterministic world? To answer these questions, we need to understand what we are doing when we hold people morally responsible, a stance that Wallace connects with a central class of moral sentiments, those of resentment, indignation, and guilt. To hold someone responsible, he (...) argues, is to be subject to these reactive emotions in one's dealings with that person. Developing this theme with unusual sophistication, he offers a new interpretation of the reactive emotions and traces their role in our practices of blame and moral sanction. With this account in place, Wallace advances a powerful and sustained argument against the common view that accountability requires freedom of will. Instead, he maintains, the fairness of holding people responsible depends on their rational competence: the power to grasp moral reasons and to control their behavior accordingly. He shows how these forms of rational competence are compatible with determinism. At the same time, giving serious consideration to incompatibilist concerns, Wallace develops a compelling diagnosis of the common assumption that freedom is necessary for responsibility. Rigorously argued, eminently readable, this book touches on issues of broad concern to philosophers, legal theorists, political scientists, and anyone with an interest in the nature and limits of responsibility. One possible way of dealing with the strange art of rhetoric is to claim one knows nothing about it. This is the tack taken by Chaucer's Franklin in his prologue to his Canterbury tale.

This book is a timely new interpretation of the moral and political philosophy of Thomas Hobbes. Staying close to Hobbes's text and working from a careful examination of the actual substance of the account of natural law, R.E. Ewin argues that Hobbes well understood the importance of moral behavior to civilized society. This interpretation stands as a much-needed corrective to readings of Hobbes that emphasize the rationally calculated, self-interested nature of human behavior. It poses a significant challenge to currently fashionable (...) game theoretic reconstructions of Hobbesian logic. It is generally agreed that Hobbes applied what he took to be a geometrical method to political theory. But, as Ewin forcefully argues, modern readers have misconstrued Hobbes's geometric method, and this has led to a series of misunderstandings of Hobbes's view of the relationship between politics and morality. Important implications of Ewin's reading are that Hobbes never thought that "the war of each against all" was an empirical possibility for citizens; that his political theory actually presupposes moral agency; and that Hobbes's account of natural law forces us to the conclusion that Hobbes was a virtue theorist. This major contribution to Hobbes studies will be praised and criticized, welcomed and challenged, but it cannot be ignored. All philosophers, political theorists, and historians of ideas dealing with Hobbes will need to take account of it. (shrink)

Concepts, Kovesi argued in Moral Notions and elsewhere, are formed from a point of view; they express relevant needs, wants, interests, ideals, and attitudes, and are formed from a point of view that can be anybody’s. The point of view need not be everybody’s (not everybody is interested in chess, for example), but it is a point of view that can be taken by anybody. The point of view expresses our purpose in forming the concept (p. 48)1; it is the (...) point of view of somebody dealing with certain sorts of problems, and that determines which material elements will come under the concept. But Kovesi refuses to explain in any of his writings what the moral point of view is, and says that it is no part of his project to explain that (see especially pp. 105 ff). This is not a matter of his refusing to say whether he is taking a Utilitarian point of view or an Emotivist point of view of anything of that sort. His question is a much more basic one about the logical structure of moral concepts and their relationships to the problems morality is formed to deal with. His refusal to explain the moral point of view is puzzling. The moral point of view that Kovesi envisaged, I think, is the point of view of members of a species the members of which have to get on together, a species members of which have the qualities of character that enable them to get on together. The principle of respect for human dignity plays a crucial role in the emerging global norms relating to bioethics, in particular in the UNESCO Universal Declaration on Bioethics and Human Rights. This instrument, which is a legal, not merely an ethical document, can be regarded as an extension of international human rights law into the field of biomedicine. Although the Declaration does not explicitly define human dignity, it would be a mistake to see the emphasis put on this notion as (...) a mere rhetorical strategy. Rather, the appeal to dignity reflects a real concern about the need to promote respect both for the intrinsic worth of human beings and for the integrity of the human species. But dignity alone cannot solve most of the dilemmas posed by biomedical practice. This is why international biolaw combines, on the one hand, the appeal to human dignity as an overarching principle with, on the other hand, the recourse to human rights, which provide an effective and practical way forward for dealing with bioethical issues at a global level.
